Charging deserts

Rapid chargers per petrol forecourt, by postcode area. Counting chargers alone would just rank by population; measuring against the forecourts an area already has shows whether charging has kept pace with the refuelling it replaces. Areas with under 20 forecourts are excluded as too small to rank fairly.
